Julia was born in Oxford, England. She studied horse management and agriculture at college before traveling to Africa where she spent ten years traveling and painting. She settled in Botswana where she had the opportunity to design stamps for the Postal Service and was commissioned to paint a portrait of the President, Dr. Quett Masire. Most of her time was spent in Botswana, specifically the Okavango Swamps where she painted the landscapes and natural history.

After marrying Dr. John Bulger , a biologist, on the banks of the Chobe River, they came to the States so that John could finish his studies at Davis CA. Julia began painting the Africa she remembered in a colorful whimsical style. Her work has been featured on many products from jigsaw puzzles to shower curtains and more recently quilting fabric and she has illustrated nine books for children. Currently she is working on a book for Lee and Low Books about the moon. Julia, her husband and two children, Robin and Oliver, came to Santa Fe in 2008 and moved to Galisteo earlier this year.  Her work can be found in many private collections around the world.
